Redesign of setup dialog

The current setup dialog has annoying question and is bad at importing existing projects.

All docker related setup is moved to the docker setup section
The module will search for existing docker-compose files and offer an import if possible
If no files are found, the template dialog will be shown
The template dialog will have the option to start an import with a manually defined docker-compose file
During a manual import all necessary data to provide decent docker integration is collected
